Due to the increase of postage fee in Hong Kong, an adjustment ofawards fees took effect from 8.11.2013:  

a. Fire Cracker Award increase from US$5 to US$8 (HK$70 or 25IRC);

b. Nine Dragon Award from US$10 to US$15 (HK$120 or 45IRC);

c. Catch 22 Awards from US$15 to US$20 (HK$160 or 60IRC).

IARU informed that the amateur radio emgergency frequencies in Philippines after Typhoon attack are 7.095, 7.119 and 7.195 MHz. Please keep these channels clear.

With the assistance of VR2XMC, HARTS has arranged a US HAM, AE3T, to conduct a talk in July's monthly meeting (8/7/2014). The topic is "Earth-Moon-Earth" HAM radio communication which is very special.


Howard AE3T got his license in 1964.  His primary activities are in HF and VHF weak signal. He completed over 580 EME QSO's with 230 different stations in 61 DXCC locations.  He will share with us his experience in EME (i.e. moon bounce)

Testing of Digital Repeater

HARTS has intallled a UHF digital voice repeater VR2HKA UHF. The downlink freq is 435.250 MHz and the uplink freq is 430.250 MHz. It is a ETSI standard DMR repeater. Welcome for testing.

IARU requests sparing the following frequencies for ARES in Canada after flooding:

"......Swollen rivers and creeks have caused flooding over a wide swath of the southern part of Alberta in Canada......

The Radio Amateurs of Canada (RAC) through its ARES groups is providing emergency help and asks that the frequencies of 7.135 MHz and 3.675 MHz be kept clear......."

Arnie Coro CO2KK has reported heavy rains in Cuba's province of Pinar del Rio and the activation by FRC Federacion de Radioaficionados de Cuba)of their Emergency National Net (CO9DCN) on the frequencies 3720, 3740, 7110 and 7120 kHz.

Due to maintenance work carried out by Hong Kong Observatory at the equipment room of VR2KP, the VHF and UHF radio repeater service of VR2KP was temporarily suspensed since 11:00 hrs of 13/5/2013 untill further notice.

Sichuan Amateur Radio Association informs that the national emergency  communciation system has be set-up by the China government. Public communication network is resuming in-progress. Amateur radio operators are moving out. The frequencies 3.855, 7.050 and 14.270 MHz can be released.

Deadly quake hits Sichuan province during IARU GlobalSET

Deadly quake hits Sichuan province

Hundreds of people were killed or injured when a strong earthquake struck China's southwestern Sichuan province Saturday, local officials said, five years after a massive quake devastated the region.
The shallow earthquake struck just after 8:00 am (0000 GMT) at a depth of 12 kilometres, sending panicked residents fleeing into the streets and was followed by several aftershocks.

Local seismologists registered the quake at magnitude 7.0 while the US Geological Survey put it at 6.6.

"The earthquake in Ya'an, Lushan, has injured or killed hundreds of people," the Sichuan earthquake bureau said, according to an official government website.

USGS said that "significant" casualties were likely and that "extensive damage is probable and disaster is likely widespread".

The tremors were felt as far as the megacity of Chongqing, home to around 30 million people, several hundred kilometres to the east, with Xinhua showing images of residents outside their apartment buildings after feeling the shaking.

Xinhua said 2,000 troops were being dispatched to the area.

An 8.0 magnitude quake in Sichuan in May 2008 killed nearly 90,000 people.

The Global Amateur Radio Emergency Conference (GAREC)

The Global Amateur Radio Emergency Conference (GAREC) is the premier annual event attended by those with an interest in amateur radio providing emergency communications during training exercises or in response to disasters.

Since it was first held in 2005, the conference has taken place in all three IARU regions and is open to all emergency communications groups.
In 2013 GAREC returns to IARU Region 1 and will be held in Zurich, Switzerland between 25th to 28th June. The conference has been timed to precede Europe's largest amateur radio exhibition, HAM RADIO in Friedrichshafen so that people can enjoy both events. General information on GAREC 2013 including information on the venue, registration fees and the tentative agenda and the registration forms is now available on

Due to his telecommunication professional background, he is the special representative of Wireless Institute of Australia(WIA) in ITU and a member of Australian Delegate in WRC 2012. He will given a sharing presentation of the following topic on July monthly meeting.

Establishing a company limited by guarantee for HARTS
After the adoption of motion by majority vote in the EGM held on 11/5/2010 and AGM held on 14/12/2010, the Executive Committee of Hong Kong Amateur Radio Transmitting Society (HARTS) kicked-off the project of establishing a company limited by guarantee for HARTS, with the ambition to strive for more resources to develop amateur radio in Hong Kong. Most company limited by guarantee in Hong Kong are also registered charitable institutions.

After around two years of continuous effort, we are pleased to announce that Hong Kong Amateur Radio Transmitting Society (HARTS) was incorporated in the Company Registry under the Companies Ordinance as “Hong Kong Amateur Radio Transmitting Society Limited” (HARTS Ltd.) on 22/3/2012, which is a company limited by guarantee without a share capital. On 27/4/2012, the Inland Revenue Department confirmed that with effect from 22/3/2012, the HARTS Ltd., being a charitable institution of trust of a public character, is exempt from tax under Section 88 of the Inland Revenue Ordinance.

Apart from changing of legal status, the prime objectives, operations, memberships and the composition of the executive committee remain unchanged. HARTS Ltd will continue to serve the community by undertaking non-profit-making charitable activities and definitely will comply with all licensing and relevant requirements from the Government as well as the Office of the Communications Authority.

April 18 is World Amateur Radio Day

The year 2012 marks the 87th anniversary of the founding of the International Amateur Radio Union (IARU). To mark this occasion, the IARU and its more than 160 Member-Societies will celebrate World Amateur Radio Day on April 18. For many years, the IARU has declared a theme for each World Amateur Radio Day. The theme for 2012 is Amateur Radio Satellites: Celebrating 50 Years in Space in remembrance of the launch of OSCAR 1 on December 12, 1961 and the launch of OSCAR 2 on June 2, 1962.
