Any HARTS member who are interested in applying the Operator' s Certificate from Chinese Radio Sports Association (CRSA) for operating amateur stations in Mainland China, please download and complete the form. Together with all necessary documents and photos, submit to HARTS in regular meeting on April. HARTS would contact CRSA and apply for the certificate directly. Before filling the form, please read the information provided in Mutual Recognition Arrangement of Amateur Station Operations between Mainland China and Hong Kong SAR - Annex I,especially the difference between an Operator's certificate and a Station Licence in Mainland China.

A series of earthquakes has struck off the coast of Honshu Japan around 05:46UTC today causing extensive damage to the country and also triggering Tsunami waves and warnings across the Pacific.
At this time there are no reports of amateur radio involvement in the disaster response but it would be appreciated if extra care was taken to avoid any emergency traffic. The IARU Region 3 Emergency Centre of Activity frequencies are;

21360 kHz
The situation is developing as it can take many hours for a tsunami wave to cross the Pacific ocean, more information will be provided when it is available.

This morning, we received a report that VR2B generated continuous signal and caused disturbance to other users on the HF band at 28.300 MHz CW mode.
We have mobilized our technical team to the hilltop for a checking. Site inspection revealed that the NCDXF/IARU beacon controller was suspected faulty.
We have no choice but shutdown VR2B and notify NCDFX. Reparing work is in progress.

With the common objectives of serving the community, Hong Kong Adventure Corps (HKAC) and Hong Kong Amateur Radio Transmitting Society (HARTS) cooperate to install an amateur radio repeater system (VR2HAC)at the High Island Training Camp, Yuen NG Fan, Man Yee Road, Sai Kung. Under the management of Club Station VR2TO of the HKAC, the installation of VR2HAC repeater system would provide wider radio communication coverage in Sai Kung area to facilitate training activities as well as to ensure the safety of personnel of the HKAC. The system would also enhance amateur radio communication coverage in Sai Kung Country Park areas in supporting charity walks, hiking and the related training activities. The system was put in full operation on 7.8.2010. The frequencies are:VHF: Downlink - 145.675MHz Uplink – 145.075MHz Tone – 110.9UHF: Downlink – 435.475MHz Uplink – 430.475MHz Tone – 110.9

HARTS IARU Liaison Officer VR2BBC Mr. Paul Anderson resigned previously and the resignation is accepted by the EXCOM on 9/7/2010. Currently, his responsibilities are taken up by VR2XGE. HARTS Forum encoutered a suspected hacking on 10/6/2010.

On 2nd June, 2010, HKSAR GPA approved the permanent occupancy of HARTS VR2R radio repeater.
The necessity of establishing VR2R as a permanent site is justified by its usage in numerous radio support operations in social charity events.
We sincerely thanks all people who contributed in HARTS social services throughout the years.

A request from 36 members for an Extraordinary General Meeting was received by the Executive Committee of HARTS on 21.4.2010.
The topic of the Extraordinary General Meeting is to discuss and decide whether HARTS should change to a limited company as legal entity, so as to satisfy the legal requirement set out by the Lands Department of the HKSAR Government to rent a government land for charity purpose in a nominal rate of $1 per year for the furtherance of HARTS objectives by setting up a club house.

A technical visit to ASTRI RF Laboratory will be held in July. Demo sessions will be included in which our members could bring along their antenna ( 900 MHz - 3 GHz, size less than 30 cm) for measurement.

OTFA's reply to HARTS's enquiry on the use of D-STAR in HAM Band:
Dear Mr. Fung and Mr. Chan,
Thank you for your email of 17.2.2009.
2. It is stipulated in the Amateur Station Licence (ASL) that the
licensee is authorized to use the amateur station, as a part of the
self-training of the licensee, to communicate with other amateur stations
by transmitting and receiving the following:
a) messages about matters of a personal nature in which the licensee, or
the person with whom he is in communication, has been directly concerned;
and
b) signals which are not being in secret code or cypher and form part of,
or relate to, the transmission of such messages.
3. As you are aware, holder of the ASL is allowed to employ the classes
of emission as specified in schedule 1 to the ASL for radiocommunications,
which include both telephony (with classes of emission ending in E) and
Data (with classes of emission ending in D).
4. It is also stipulated in Article 25.2 A of the Radio Regulations that
transmissions between amateur stations of different countries shall not be
encoded for the purpose of obscuring their meaning.
5. According to the information provided, D-Star is an open digital
voice and data protocol developed by the Japan Amateur Radio League so that
any manufacturer/amateur can use this protocol to create amateur radio
equipment. Please note that OFTA adopt the technology neutral approach.
We have no objection to the application of new technologies for amateur
radiocommunications provided that they are in compliance with the above
mentioned requirements and the conditions of the ASL from time to time.
